A local pastor.
A heart for people.
Pastor Paul J. Hoover grew up at Souls Harbor. He and Michelle returned to Milwaukee in 2014, and he became senior pastor in 2016.
His ministry is shaped by a love for Scripture, discipleship, and the people of our city. After graduating from the Milwaukee Police Academy in 2023, he served as a police officer in MPD’s District 5. That experience deepened his understanding of Milwaukee and the spiritual and practical needs of its families.
His community service also includes serving as a board member of Alpha Women’s Center, chair of Wisconsin Faith & Freedom Coalition, and vice chair of Academy of Excellence. We’d love to meet you and hear your story, too.

Say hello
A faithful beginning.
A story still unfolding.
Pastor Paul Hoover and his wife Cindy founded Souls Harbor on June 1, 1986. From 41 people at that first service to our church family today, our calling has remained: share the gospel and care for our neighbors.
- 1986A church begins, with a home at 13th and Juneau later that year.
- 1993A new building on North 12th Street opens a new chapter of ministry.
- 2007Souls Harbor moves to South Howell Avenue, continuing its ministry on Milwaukee’s south side.
